That would be a bit like saying something is done at Microsoft Word level.

It's not at the DOS level per se ... it is done using a program that emulates doing something at a DOS level. You are basically just running a program, like any other program, to carry out a specific task .. it just so happens that the program looks and acts a bit like an old MS-DOS prompt..
