hab, Jacknian, Things may have moved on (it is about 10 years since I was directly involved in assessing recycling and waste management) but the issue may be down to the contracts that a particular council has in place with those that supply the recycling service (including themselves). Different plants have different capabilities.

A common one is that some plants will not accept shredded paper and, in fact, if shredded paper gets into a load then (in some plants) that entire load is considered 'contaminated' and will go to landfill. The reason is (apparently) that shredded paper is not good for recycling for different reasons including it may clog the machinery, the fibre length is too short and it is hard to store (has a habit of blowing away or being a fire risk).
